SL.UEM.TOTL.ZS counts people looking for work. Low unemployment with falling Labour force participation is not the same as full employment.

What the numbers show

Poland fell from ~20% (2002) to about 3%. Germany and the US hover near 4%. Youth: Youth unemployment. The cycle: GDP growth.
