SP.URB.TOTL.IN.ZS is a share, not a city headcount. A shrinking country can urbanise on paper — compare Population.

What the numbers show

Poland 48% → 60%. Germany and the US are already above 80%. The world 34% → 58%. Goes with Internet users and a different Fertility pattern.
